Program 1 (research & development – R&D- financing)
Financing up to €3.300.000 for all types of companies registered in EU: R&D must not be the main activity of the firm and the project must be developed in Romania.
Eligible activities: bioeconomics & healthcare, ICT & Security, sustainable energy and environment, nano-tech and advanced materials.
Financed expenses (25% to 80% of total value subject to company size and project): feasibility studies, R&D services and R&D human capital, fixed and intangible assets.
Requirements: research organisations must be involved; proof of concept already completed; no outstanding tax liabilities; no ongoing litigations; no other public financing; implementation period 3-years; investment must be maintained for at least 5-years.
Program 2 (Production of goods & services, agriculture excluded)
Financing from €200.000 to up to €1.000.000 (45% to 90% of the project’s value) for SMEs domiciled in Romania. Eligible investments comprise mainly fixed but also intangible assets.
Requirements: company to be operating for minimum 1 year, to show reported profits and minimum 3 employees.

Program 3 (Rural Development – agricultural projects excluded)
Financing up to €200.000 for SMEs, start-ups and sole proprietorships for entities operating in rural areas. All types of business besides agricultural are eligible.
Investments could comprise fixed and intangible assets. Projects are 70% financed by this program (that can go up to 90% subject to different criteria).
Applications started on 3rd May 2017.
Program 4 (Micro-Industrialisation)
Financing up to €100.000 (90% of total project) for SMEs domiciled in Romania.
Eligible for SMEs operating in areas of:
Manufacture of food and soft beverages
Manufacture of textiles, of wearing apparel and of leather and related products.
Manufacture of paper and paper products
Manufacture of rubber and plastic products
Manufacture of other non-metallic mineral products
Manufacture of basic metals, fabricated metal products, except machinery and equipment
Manufacture of computer, electronic and optical products
Manufacture of electrical equipment
Manufacture of machinery and equipment n.e.c.
Manufacture of furniture
Other manufacturing
Investments could comprise (and not limited to) technologic equipments, fixed or intangible assets. Requirements: financed assets not to be sold during the first 3 years; minimum 2 new persons to be hired.

Program 5 (Start-up Nation Romania)
Financing up to €44.000 for start-ups to be domiciled in Romania with a focus on innovation and technology.
Investments could comprise (and not limited to) technologic equipments, fixed or intangible assets.
Requirements: minimum 1 unemployed employee/graduate to be hired for at least two years.
